دائرة شؤون اللاجئين - 9/11/2020- رفض عضو اللجنة التنفيذية لمنظمة التحرير الفلسطينية رئيس دائرة شؤون اللاجئين الدكتور احمد ابو هولي قرار الاونروا المساس برواتب موظفيها بصرف نصف الراتب لشهري نوفمبر وديسمبر كإجراء اضطراري للتكيف مع الموارد المالية المتوفرة لديها في ظل الأزمة المالية التي تعاني منها الاونروا .
واعتبر د. ابو هولي في بيان صحفي صادر عنه اليوم بأن قرار الاونروا المساس برواتب موظفيها بالنهج الخطير الذي يؤسس لسياسة جديدة في تعاطي الاونروا مع ازمتها المالية .
واوضح ان الاونروا سابقاً على مدار سنوات الخمس الاخيرة اتخذت اجراءات تدبيرية من خلال تقليص خدماتها وبرامجها بـ 500 مليون دولار كان اخرها في العام 2020 حيث قلصت الاونروا 97 مليون دولار من موازنتها الاعتيادية التي تقدر 806 مليون دولار لافتا الى ان الاجراءات التدبيرية باتت سياسة ثابتة للأونروا كأحد الحلول للخروج من ازمتها المالية ويخشى ان يصبح قرار صرف نسب معينة من رواتب موظفيها نهج ثابت في سياسة الاونروا للتغلب على ازمتها المالية .
وتابع د. ابو هولي قائلاً: " دائرة شؤون اللاجئين بمنظمة التحرير الفلسطينية تتفهم الأزمة المالية التي تمر بها الاونروا، وانعكاساتها على عمل برامجها ، إلا ان مبررات الأونروا لمعالجتها من خلال صرف نصف الراتب للموظفين عن شهري نوفمبر وديسمبر مرفوض ولن نقبل به" مطالباً المفوض العام التراجع عن القرار والبحث عن بدائل للحصول على تمويل اضافي يساهم في سد العجز المالي ودون المساس بالخدمات المقدمة للاجئين او المساس برواتب الموظفين.
وعبر د. ابو هولي عن خشيته بأن لا يكون قرار الأونروا بصرف نسبة معينة من رواتب موظفيها مؤقتاً وان يمتد هذا القرار ليصبح نهج للأونروا في معالجتها أزمتها المالية مستقبلاً
وحذر د. ابو هولي من خطورة تمرير القرار الذي سيكون له انعكاسات سلبية خطيرة على مجتمع اللاجئين وستدفع باتجاه تدهور الحياة المعيشية وارتفاع معدلات الفقر وسيؤثر في الوقت ذاته على الخدمات المقدمة للاجئين الفلسطينيين .
واكد على ضرورة ان يتحرك المفوض العام للأونروا فيليب لازاريني باتجاه الدول المانحة لجلب تمويل اضافي يساهم في تغطية العجز المالي وان لا تكون الحلول على حساب اللاجئين وموظفي الاونروا .
وطالب د. ابو هولي الامين العام للأمم المتحدة انطونيو غوتريش بالتدخل العاجل والسريع لمعالجة الأزمة المالية وتحمل الأمم المتحدة مسؤولياتها تجاه الأونروا من خلال رفع نسبة مساهمتها في موازنة الاونروا من 3% الى 10 % وهي نسبة كفيلة في تمكين الاونروا من صرف وراتب موظفيها كاملة حنى نهاية العام 2020 وتغطية العجز المالي في موازنتها الاعتيادية التي تخصص 81% منها رواتب لموظفيها الذي يزيد عددهم عن 28 الف موظف .
وكشف د. ابو هولي الى عقد اجتماع طارئ للجنة الاستشارية للأونروا غداً ( الثلاثاء)على تقنية الفيديو كونفرانس بحضور الدول العربية المضيفة للوقوف على تطورات الازمة المالية للأونروا.
Date: 9/11/2020 Emergency meeting of the UNRWA Advisory Committee tomorrow (Tuesday) to learn about the developments of the financial crisis Dr. Abu Houli: we reject UNRWA's decision to compromise the salaries of its employees ============================================= Palestine Liberation Organization executive committee member Dr. Ahmed Abu Houli rejected UNRWA's decision to compromise the salaries of its staff by spending half the salary for November and December as a necessary measure to adapt to the financial resources available to it in light of the financial crisis that UNRWA is experiencing . He considered Dr. Abu Houli said in a press release today that UNRWA's decision to compromise the salaries of its employees is a dangerous approach that establishes a new policy in UNRWA's handling of its financial crisis . He pointed out that UNRWA had previously taken measures over the past five years by reducing its services and programmes by 500 million dollars, most recently in 2020, where UNRWA had reduced 97 million dollars from its usual budget of appreciated 806 million dollars .He pointed out that the measures had become a fixed policy for UNRWA as one of the solutions to its financial crisis. He continued Dr. Abu Houli "The Palestine Liberation Organization's refugee affairs department understands UNRWA's financial crisis and its implications for the work of its programs, but UNRWA's justification for addressing it by paying half the salary of employees for the months of November and December is unacceptable and will not be accepted," he said. And through Dr. Abu Houli expressed his concern that UNRWA's decision to spend a certain percentage of its staff salaries would not be temporary and that this decision would be extended to become an approach for UNRWA in dealing with its future financial crisis He warned Dr. Abu Houli the decision will have serious negative consequences for the refugee community and will lead to a deterioration in living life and rising poverty rates, while affecting the services provided to Palestine refugees . He stressed the need for UNRWA Commissioner General Philippe Lazzarini to move towards donor countries to bring in additional funding to help cover the fiscal deficit and that solutions should not be at the expense of refugees and UNRWA staff . He demanded Dr. Abu Houli, secretary-general of the United Nations, Antonio Guterres, has taken urgent and swift action to address the financial crisis and the United Nations assumes its responsibilities towards UNRWA by raising its contribution to UNRWA's budget from 3% to 10%, which will enable UNRWA to pay its employees full salaries by the end of 2020 and cover the financial deficit in its regular budget, of which 81% allocates salaries to its staff of more than 28,000 . Dr. Abu Houli to hold an emergency meeting of the UNRWA Advisory Committee tomorrow (Tuesday) on video conference in the presence of the Arab host countries to assess the developments of the UNRWA financial crisis
