دائرة شؤون اللاجئين - 14/12/2020 - أكد عضو اللجنة التنفيذية لمنظمة التحرير الفلسطينية رئيس دائرة شؤون اللاجئين رئيس وفد دولة فلسطين د. أحمد أبو هولي ان منظمة التحرير الفلسطينية صمدت أمام التحالف الأميركي الإسرائيلي المعادي لحقوق شعبنا الفلسطيني، واسقطت صفقة القرن التي ذهبت بخروج ترامب من البيت الأبيض .

وقال: " نحن مقبلون على مرحلة جديدة في ظل التطورات السياسية التي تشهدها المنطقة، وتولية الإدارة الامريكية الجديد مهامها في العشرين من كانون ثاني القادم والتي تفرض بضرورة تعزيز وحدة الموقف والعمل العربي المشترك تجاه القضية الفلسطينية لقطع الطريق أمام حكومة نتنياهو من تمرير مشاريعه ومخططاته الرامية إلى فرض رؤية اسرائيل ومفاهيمها الخاصة بالسلام التي تخرج عما أقرته الشرعية الدولية من خلال دعم رؤية الرئيس محمود عباس، بعقد مؤتمر دولي للسلام في مطلع العام القادم متعدد الأطراف على أساس القانون الدولي وقرارات الأمم المتحدة والمبادرة العربية للسلام لإنجاز حل الدولتين والتي تبناها المجتمع الدولي في جلسة مجلس الامن في اكتوبر الماضي. جاءت اقوال د. أبو هولي في كلمته التي ألقاها في الجلسة الافتتاحية لاجتماعات الدورة (105) لمؤتمر المشرفين على شؤون الفلسطينيين في الدول العربية المضيفة المنعقدة في العاصمة المصرية القاهرة، اليوم الاثنين، بمقر الامانة العامة لجامعة الدول العربية بمشاركة الدول العربية المضيفة للاجئين بالإضافة إلى جمهورية مصر العربية ومنظمة المؤتمر الإسلامي والأمانة العامة لجامعة الدول العربية و المنظمة العربية للتربية والثقافة والعلوم "الألكسو" والمنظمة الإسلامية للتربية والعلوم والثقافة " الإسيسكو ووكالة الغوث الدولية "الأونروا". وسيناقش المؤتمر قضية القدس والاعتداءات الاسرائيلية المتواصلة على مدينة القدس واهلها وعلى المسجد الاقصى ومحاولات تهويدها، ودعم صمود الشعب الفلسطيني ونضاله المشروع، والاستيطان الإسرائيلي والهجرة اليهودية، وجدار الفصل العنصري، ونشاطات الأونروا وأوضاعها المالية . واستعرض د. أبو هولي الذي يترأس المؤتمر في كلمته الاعتداءات الإسرائيلية المتواصلة على شعبنا الفلسطيني من خلال تسارع عمليات الاستيطان، ومصادرة الاراضي ، وهدم مئات البيوت وتهجير أصحابها، وارتكاب جرائم القتل والتنكيل بحق النساء والأطفال وكبار السن واستمرارها في ملاحقة المواطنين وحملات الاعتقال الجماعي واستمرار فرض الحصار على قطاع غزة في اطار سياسة إسرائيلية ممنهجة . وأشار الى ان حكومة الاحتلال الاسرائيلي تسابق الزمن لتنفيذ خطة الضم الفعلية والاستيلاء على المزيد من الأراضي، وشرعنة ما يزيد عن 70 بؤرة استيطانية على اراضي الضفة الغربية المحتلة بما في ذلك القدس والعمل على تكريس التقسيم الزماني والمكاني للمسجد الاقصى المبارك قبل نهاية ولاية ترمب لفرض واقع على الأرض يصعب تغييره من قبل الادارة الجديدة ولضرب مبدأ حل الدولتين والجهود الدولية لإعادة عملية السلام الى مسارها الحقيقي من خلال تطبيق قرارات الامم المتحدة . وحذر من تمرير حكومة الاحتلال الإسرائيلي مخطط بفرض سيادتها الكاملة على القدس المحتلة عبر منح جواز السفر الإسرائيلي، لأكثر من 20 ألف فلسطيني مقدسي يسكنون في البلدة القديمة، مقابل عزل وطرد ما يزيد عن 200 ألف مقدسي من مدينة القدس لإنهاء الوجود الفلسطيني وقطع الطريق امام المطالبة بالقدس كعاصمة للدول الفلسطينية في أي مفاوضات قادمة ، كون السكان فيها يحملون الجنسية الإسرائيلية ويخضعون لقوانينها. واكد د. أبو هولي ان المخططات الإسرائيلية لعزل مدينة القدس وتهويدها لن يمر وان شعبنا الفلسطيني سيواجه هذا المخطط بصموده وثباته في المدينة المقدسة، وبوعيه وانتمائه مطالباً الدول العربية الشقيقة العمل على دعم صمود أهلنا في القدس وعدم تركهم فريسة المخططات الإسرائيلية . وأكد أبو هولي بان تفاقم الأزمة المالية التي تعاني منها الاونروا ومحدودية البدائل والخيارات لمعالجتها في ظل عدم التزام بعض الدول المانحة الوفاء بتعهداتها المالية، او الاستجابة لطلب الاونروا بتقديم تمويل إضافي جديد زادت من الأوضاع المأساوية التي يعيشها اللاجئون الفلسطينيون في المخيمات في ظل لجوء الاونروا الى تقليص خدماتها . واشار الى ان جائحة كورونا ضاعفت من احتياجات اللاجئين والاعباء الملقاة على الدول المضيفة والاونروا خاصة مع ارتفاع عدد إصابات الالاف من اللاجئين وارتفاع معدلات الفقر والبطالة محذراً من استمرار الأزمة المالية سيزيد من خطورة الأوضاع داخل المخيمات . ولفت الى ان عدم توفر السيولة النقدية للأونروا تعد ذلك سابقة خطيرة والأولى من نوعها منذ تأسيس الاونروا، والتي باتت تشكل مبعث قلق تجاه احتمالات تشير إليها الاونروا بشأن نيتها تخفيض أو تطبيق إجراءات تقشفية جديدة في بعض برامجها او برواتب موظفيها . ودعا الدول المانحة إلى المبادرة لزيادة قيمة تبرعاتها السنوية للأونروا والوفاء بالتزاماتها المالية بما في تسديد الدول العربية مساهمتها المالية للأونروا التي تقدر بـ 7.8% من موازنة الاونروا الاجمالية. وطالب د. أبو هولي الدول المضيفة وإدارة الاونروا واللجنة الاستشارية وجامعة الدول العربية التحضير الجيد لإنجاح المؤتمر الدولي للمانحين لدعم الاونروا المزمع عقده مطلع العام القادم لتامين اتفاقيات تمويلية للأونروا متعددة السنوات من الدول المانحة يحقق التمويل الدائم والمستدام والاستقرار المالي في ميزانيتها ويمكن الاونروا من استمرار عمل برامجها وخدماتها وفق التفويض الممنوح لها بالقرار 302 الى حين عودة اللاجئين الفلسطينيين الى ديارهم طبقا لما ورد في القرار 194 ويتراس د. أبو هولي وفد دولة فلسطين والذي يضم كل من مدير عام دائرة شؤون اللاجئين احمد حنون ومدير عام الاعلام والعلاقات والعامة رامي المدهون Date:14/12/2020

 Dr. Abu Houli, who is chairing the conference, spoke of the continued Israeli attacks on our Palestinian people through the acceleration of settlement operations, the confiscation of land, the demolition of hundreds of homes and the displacement of their owners, the commission of murder and abuse against women, children and the elderly, the continued pursuit of citizens, mass arrests and the continued imposition of a blockade on the Gaza Strip as part of a systematic Israeli policy .
He pointed out that the Israeli occupation government is racing the clock to implement the actual annexation plan and seize more land, legitimize more than 70 settlement outposts on the occupied West Bank territories, including Jerusalem, and work to dedicate the temporal and spatial division of the blessed Al-Aqsa Mosque before the end of Trump's term to impose a reality on the ground that is difficult to change by the new administration, and to strike the principle of a two-state solution and international efforts to return the peace process to its true course through the application of United Nations resolutions .
He warned against the Israeli occupation government passing a plan to impose its full sovereignty over occupied Jerusalem by granting an Israeli passport to more than 20,000 Palestinians living in the Old City, in exchange for the removal and expulsion of more than 200,000 Palestinians from the city of Jerusalem to end the Palestinian presence and block the way for the claim of Jerusalem as the capital of Palestinian states in any future negotiations, since the inhabitants of Jerusalem hold Israeli citizenship and are subject to its laws. 
Dr. Abu Houli said that the Israeli plans to isolate the city of Jerusalem and its lullaby will not pass and that our Palestinian people will face this plan with their steadfastness and steadfastness in the holy city, and with his awareness and belonging, calling on the Arab states to work to support the steadfastness of our people in Jerusalem and not leave them prey to Israeli plans . 
Dr. Abu Houli stressed that the worsening financial crisis facing UNRWA and the limited alternatives and options to address it in light of the failure of some donor countries to meet their financial commitments or to respond to the request of UNRWA for additional new funding have increased the tragic situation of Palestinian refugees in the camps as UNRWA resorts to curtailing its services .
He pointed out that the covid-19 pandemic has doubled the needs of refugees and the burdens placed on host countries and UNRWA, especially with the high number of injuries of thousands of refugees and high rates of poverty and unemployment, warning that the continuing financial crisis will increase the risk of conditions inside the camps .
He pointed out that UNRWA's lack of cash is a dangerous precedent and the first of its kind since the establishment of UNRWA, which has become a cause for concern about the possibility that UNRWA indicates its intention to reduce or apply new austerity measures in some of its programmes or salaries .
 He called on donor countries to take the initiative to increase the value of their annual contributions to UNRWA and to meet their financial obligations, including the payment by Arab states of their financial contribution to UNRWA, which is estimated at 7.8% of UNRWA's total budget.
 Dr. Abu Houli demanded host countries, UNRWA management, the advisory committee and the league of Arab states prepare well for the success of the international donor conference in support of UNRWA to be held early next year to secure multi-year funding agreements for UNRWA from donor countries that achieve permanent and sustainable funding and financial stability in its budget and enable UNRWA to continue the work of its programmes and services
