- أكد على الدور الحيوي والإنساني للأونروا وعلى عودة التمويل الأمريكي الى ما قبل العام 2018

دائرة شؤوت اللاجئين - 8/4/2021 - رحب عضو اللجنة التنفيذية لمنظمة التحرير الفلسطينية رئيس دائرة شؤون اللاجئين د. أحمد أبو هولي  "بقرار الإدارة الأمريكية استئناف المساعدات الاقتصادية والتنموية والإنسانية لشعبنا الفلسطيني ، بما في ذلك استئناف تمويل وكالة غوث وتشغيل اللاجئين الفلسطينيين (الأونروا) التي توقفت خلال فترة الرئيس الأمريكي  دونالد ترامب  ".

وأضاف د. أبو هولي خلال لقائه مساء اليوم مع مساعد وزير الخارجية الأمريكي لشؤون الاسكان واللاجئين والهجرة ريتشارد اولبرايت على تقنية الزوم بحضور مدير عام الاعلام والعلاقات العامة ومسؤول ملف الاونروا رامي المدهون ان عودة الدعم الأمريكي لوكالة الغوث الدولية (الاونروا) سيساهم تمكين الأونروا القيام بدورها الإنساني والحيوي في خدمة اللاجئين الفلسطينيين الى حين حل قضيتهم حلاً عادلاً وشاملاً طبقاً للقرار 194.

وأشار د. أبو هولي الى ان الولايات المتحدة الأمريكية ساهمت بصفتها أكبر متبرع للأونروا بتمويل بلغ 6.25 مليار دولار منذ 1950، وصل في ذروته لقرابة الـ ـ400 مليون دولار عام 2014، و365 مليون دولار في 2016 و2017، لينخفض إلى 65 مليون دولار عام 2018 قبل وقفه بشكل كامل في العام  2019.

واعتبر قرار عودة التمويل الأمريكي بدعم ميزانية الاونروا بقيمة 150 مليون دولار بالخطوة التصحيحية لقرارات وسياسات الإدارة الامريكية السابقة لافتاً الى ان الدعم الأمريكي سيساهم في تعزيز التنمية والاستقرار في المنطقة.

وتابع د. أبو هولي: "طلبنا في هذا اللقاء أن يعود الدعم المالي للأونروا الى ما كان عليه في السابق قبل ولاية الرئيس الأمريكي ترامب والذي يقدر بـ 365  مليون دولار أمريكي.

  وقال د. أبو هولي تلقينا إشارات إيجابية من السيد ريتشارد اولبرايت لمشاركة إدارته في مؤتمر المانحين الدولي الذي سيعقد برئاسة الأردن والسويد لحشد الموارد المالية للأونروا، لافتاً الى ان الحضور والمشاركة الامريكية ستكون أحد العوامل الرئيسية لإنجاح المؤتمر .

وأكد د. أبو هولي للمسؤول الامريكي اولبرايت على أهمية وضرورة ان يكون للإدارة الامريكية دور قوي وفاعل في المؤتمر الدولي للمانحين مع الأردن والسويد، وهذا سيحقق نجاحاً للمؤتمر على صعيد رفع مستوى التبرعات والتعهدات وفي تشجيع الدول المترددة للمشاركة والحضور.

وطالب أبو هولي اولبرايت على حث الدول التي أوقفت أو قلصت من دعمها ومساعداتها لوكالة الغوث إعادة مساعداتها  إلى ما كانت عليه سابقاً قبل إدارة ترامب، وعودتها الى الاندماج مع الأونروا والمانحين .

  واكد على أهمية استمرار عمل وكالة الغوث وتشغيل اللاجئين لأنها العامل الهام في استمرارية الحد الأدنى للحياة للاجئين الفلسطينيين على جميع الأصعدة. خاصة وان الاونروا تقدم خدماتها لأكثر من 535 ألف طالب وطالبة يدرسون في 708 مدرسة في مختلف المناطق ، لبنان وسوريا والأردن و القدس والضفة الغربية وقطاع غزة، وادارة 150 مركز طبي تابع لوكالة الغوث يتردد عليه ملايين اللاجئين للاستشفاء والعلاج والصحة،  وتقديم خدماتها الاغاثية لأكثر من 1.7 مليون لاجئ فلسطيني  سواء على صعيد المساعدات الغذائية والنقدية والقسيمة الشرائية والتي تعتبر شريان الحياة لهؤلاء اللاجئين ومن الصعب التخلي عنها .

واكد على ان حاجة اللاجئين لوكالة الغوث الدولية زادت بعد تفشي فيروس كورونا في جميع المخيمات الفلسطينية والتي ضاعفت معاناة اللاجئين وزادت من معدلات الفقر البطالة الى 85% في مجتمع اللاجئين بعد فقدان أعمالهم ودخلهم اليومي الذي يشكل قوت عوائلهم بسبب الإجراءات الوقائية التي اتخذتها الحكومات المضيفة لمواجهة فيروس كورونا.

ووصف أبو هولي وضع المخيمات في ظل تفشي كورونا بالكارثي  نتيجة افتقار المخيمات لمراكز الحجر الصحي، وانعدام البيئة الصحية بسبب الكثافة السكانية وعدم جاهزية المراكز الصحية داخل المخيمات وانعدام الامن الغذائي مطالباً مساعد وزير الخارجية مزيداً من الدعم لهذه المؤسسة الأممية والتي تعتبر المؤسسة الوحيدة المهتمة باللاجئين الفلسطينيين.

وتابع د. أبو هولي : "الأونروا اثبتت نجاعتها في القيام بدروها الحيوي والإنساني  على مدار سبعة عقود وفق التفويض الممنوح لها بالقرار 302 في بيئة مليئة بالتحديات والمخاطر واثبتت لكل المانحين والدول المضيفة وأعضاء اللجنة الاستشارية بانها منظمة تتمتع بالحيادية والكفاءة وساهمت طيلة فترات ولايته كعامل استقرار للمنطقة"  مؤكدا على ان الجميع مع الإصلاحات التي يطالب بها المانحون التي تهدف الى رفع كفاءة عمل الاونروا وتحسين جودة خدماتها وتواؤمها مع خطة التنمية المستدامة للأمم المتحدة للعام 2030  ودعم الإصلاح الإداري بما يعزز الشفافية والحيادية والنزاهة شريطة بألا تكون هذه الخطوات الإصلاحية التي ندعمها على حساب الخدمات المقدمة لمجتمع اللاجئين ورواتب الموظفين.

 ولفت الى ان أن تجديد التفويض لوكالة الغوث من كل دول العالم يؤكد على أحقية الحق السياسي للشعب الفلسطيني في العودة الى دياره التي هجر منها عام 1948 وتعويضه عن سنوات التشرد واللجوء والحرمان طبقاً لما ورد في القرار 194 وحقه ايضاً في تقرير مصيره واقامة دولته المستقلة كاملة السيادة على حدود 1967 وعاصمتها القدس.

من جهته أكد مساعد وزير الخارجية الأمريكي لشؤون الاسكان واللاجئين والهجرة ريتشارد اولبرايت بأن الادارة الامريكية على قناعة تامة بالدور المحوري الذي تقوم به الاونروا في خدمة اللاجئين الفلسطينيين والذي يساهم في تعزيز التنمية البشرية والحفاظ على استقرار المنطقة .  

وقال: " لدينا وجهات نظر متطابقة مع دائرة شؤون اللاجئين بالمنظمة بالنسبة لخدمات الاونروا ودورها في تقديم خدمات الصحة والتعليم والإغاثة ، ونحن مهتمون جداً بدعم استمرارية الأونروا ونرى التحديات التي تواجهها من الناحية التمويل المالي "

وتابع: " عندما نتحدث عن الحفاظ على استمرارية الأونروا نقصد استمراريتها من منطلقين: المنطلق الأول  الحفاظ على الدعم المالي من المانحين، والمنطلق الثاني كيف نزيد ونعزز من المساءلة  والفعالية بالأونروا وكيف تستطيع الاونروا استخدام الموارد المحدودة لإعطاء أكبر منفعة على اللاجئين الفلسطينيين"  

واعرب عن امله بانفتاح وثقة وتعاون مع دائرة شؤون اللاجئين حتى يتم مناقشة المستقبل الأفضل للحفاظ على الاونروا واستمرارية خدماتها.

وأكد على احد اوليات ادارته هي الحيادية والمحافظة على حيادية منشأت وخدمات وموظفين الاونروا واستمرارية التعليم وحقوق الانسان وحل النزاع بالطرق السلمية والمسامحة .

وشدد على ان الولايات المتحدة ملتزمة بان تعمل مع الدول المانحة لزيادة التبرعات للوكالة ، منوهاً الى ان وزارة الخارجية الامريكية  ستطلب من بعثاتها الدبلوماسية في الدول المتواجدة فيها بِحَثْ حكوماتها على دعم الاونروا.

واكد على ان الإدارة الامريكية سوف تشارك في المؤتمر الدولي للمانحين وان ادارته بدأت العمل مع الأردن والسويد للتحضير له ومع مانحين اخرين ولن ندخر جهدا من اجل انجاحه .

The member of the PLO Executive Committee, the head of the Refugee Affairs Department, Dr. Ahmed Abu Houli welcomed "The US administration has decided to resume economic, development and humanitarian assistance to our Palestinian people, including the resumption of funding for the relief and Works Agency for Palestine refugees (UNRWA), which was suspended during the time of US President Donald Trump."
 Dr. Abu Houli added during his meeting this evening with Assistant Secretary of State for housing, refugees and immigration Richard Albright on Zoom technology in the presence of Director General of media and public relations and UNRWA file officer Rami al-Madhoun, the return of U.S. support to the international relief agency (UNRWA) will enable UNRWA to play its humanitarian and vital role in serving Palestinian refugees until their case is resolved in a just and comprehensive manner, in accordance with Resolution 194.
 Dr. Abu Houli noted the United States contribute 6.25 billion dollars in funding to UNRWA since 1950, reaching a peak of nearly400 million dollars in 2014, and 365 million dollars in 2016 and 2017, dropping to  65 million dollars in 2018 before it was completely discontinued in 2019.
The decision to return U.S. funding to support UNRWA's 150 million dollars budget was seen as a corrective step to the previous U.S. administration's decisions and policies, pointing out that U.S. support will contribute to promoting development and stability in the region.
He continued Dr. Abu Houli "At this meeting, we asked that UNRWA's financial support return to what it was before President Trump's presidency, which is estimated at  365 million dollars.
  Dr. Abu Houli said we received positive signals from Mr. Richard Albright for his administration's participation in the international donor conference to be held under the chairmanship of Jordan and Sweden to mobilize the financial resources of UNRWA, pointing out that the presence and participation of the United States will be one of the key factors for the success of the conference . 
Dr. Abu Houli to the U.S. official Albright on the importance and the need for the U.S. administration to have a strong and active role in the international donor conference with Jordan and Sweden, which will achieve success for the conference in raising the level of donations and pledges and in encouraging reluctant countries to participate and attend.
Dr.Abu Houli called on Albright to urge states that have suspended or curtailed aid to the relief agency to return aid to what it was before the Trump administration and to reintegrate with UNRWA and donors .
  He stressed the importance of the continuation of the work of UNRWA because it was the important factor in the continuity of the minimum life for Palestine refugees at all levels. UNRWA provides services to more than 535,000 students studying in 708 schools across Lebanon, Syria, Jordan, Jerusalem, the West Bank and the Gaza Strip, manages 150 UNRWA medical centers frequented by millions of refugees for hospitalization, treatment and health, and provides relief services to more than 1.7 million Palestinian refugees in terms of food, cash and voucher assistance, which are the lifeblood of these refugees.
He stressed that the need of refugees to the international relief agency increased after the outbreak of the covid-19 in all Palestinian camps, which doubled the suffering of refugees and increased poverty and unemployment rates to 85% in the refugee community after the loss of their jobs and daily income, which constitutes the sustenance of their families due to the preventive measures taken by the host governments to confront the covid-19.
Dr.Abu Houli described the situation of the camps in the light of the covid-19 outbreak as disastrous as a result of the camps lack of quarantine centers, the lack of a healthy environment due to the density of the population, the lack of readiness of health centers inside the camps and the lack of food security.
He continued Dr. Abu Houli : "UNRWA has proved its effectiveness in performing its vital and humanitarian role over seven decades as mandated by resolution 302 in an environment full of challenges and risks and has proved to all donors, host countries and members of the advisory committee that it is an organization that enjoys neutrality and efficiency and has contributed throughout its mandate as a stabilizing factor for the region", stressing that all account for services rendered For the refugee community and staff salaries.
 He pointed out that the renewal of the mandate of the relief agency from all countries of the world confirms the right of the Palestinian people to return to their homes they were abandoned in 1948 and to compensate them for the years of displacement, asylum and deprivation in accordance with Resolution 194, as well as their right to self-determination and the establishment of their independent and fully sovereign state. For his part, U.S. Assistant Secretary of State for housing, refugees and immigration Richard Albright said that the administration is fully convinced of the central role played by UNRWA in serving Palestinian refugees, which contributes to promoting human development and maintaining the stability of the region .
"We have similar views with the UNHCR Refugee Service on UNRWA services and its role in providing health, education and Relief Services, and we are very interested in supporting UNRWA's sustainability and we see the challenges it faces in terms of financial funding," he said "
"When we talk about maintaining the continuity of UNRWA, we mean its continuity from two points of view: first, maintaining financial support from donors, and second, how to increase and enhance UNRWA accountability and effectiveness and how UNRWA can use its limited resources to benefit Palestine refugees"  
He expressed the hope that there would be openness, trust and cooperation with the Department of refugee affairs so that a better future could be discussed to preserve UNRWA and the continuity of its services.
He stressed that one of the priorities of his administration is neutrality, maintaining the neutrality of UNRWA facilities, services and staff, continuity of Education, Human Rights and the peaceful and tolerant resolution of the conflict .
He stressed that the United States is committed to working with international donors to increase contributions to the agency, noting that the U.S. State Department will launch from its diplomatic missions in the state in the search of their governments to support UNRWA.
He stressed that the US administration will participate in the international donor conference and that his administration has started working with Jordan and Sweden to prepare for it and with other donors .
