- بحثا اوضاع اللاجئين والقضايا المطلبية للعاملين في الاونروا
دائرة شؤون اللاجئين - 26/4/2021 - اتفق عضو اللجنة التنفيذية لمنظمة التحرير الفلسطينية رئيس دائرة شؤون اللاجئين د. احمد ابو هولي ومفوض عام الأونروا فيليب لازاريني خلال لقاء جمع بينهما مساء اليوم على ان يعقد اجتماعاً قريباً مع الدول العربية المضيفة للإعداد الجيد لاستراتيجية الاونروا متوسطة المدى للأعوام 2022 – 2025 والتحضير لمؤتمر المانحين لحشد الموارد المالية للأونروا.
وبحث اللقاء الذي عقد في مقر دائرة شؤون اللاجئين بمدينة رام الله بحضور مدير عام دائرة شؤون اللاجئين احمد حنون ومساعد المفوض العام للأونروا سنيلي ستادلي اوضاع اللاجئين الفلسطينيين في المخيمات الفلسطينية في مناطق عمليات الاونروا الخمسة، واتصالات الاونروا لتامين اللقاحات المضادة لفيروس كورونا للاجئين الفلسطينيين ومستجدات الوضع المالي للأونروا، والتحضيرات لعقد مؤتمر الدولي للمانحين.
كما ناقش اللقاء الاجراءات التي اتخذتها الاونروا بحق موظفي العقود وقرارتها الاخيرة بتغيير نظام الوظائف وفئات الموظفين.
وأكد د. ابو هولي على ضرورة ان تتحمل الأونروا مسؤولياتها تجاه المخيمات الفلسطينية في ظل التدهور المستمر في اوضاع اللاجئين المعيشية مع استمرار الاجراءات المتبعة للمواجهة فيروس كورونا والغلاء المعيشي وانهيار العملة المحلية في بلدان الدول المضيفة في سوريا ولبنان من خلال تحسين جودة الخدمات الصحية وتوفير الادوية للمرضى، ورفع قيمة المساعدات الغذائية والنقدية المقدمة لهم.
وتطرق د. ابو هولي الى اوضاع اللاجئين الفلسطينيين في الضفة الغربية وخاصة في مدينة القدس والاستهداف المباشر للاجئين الفلسطينيين من طرف الاحتلال الاسرائيلي على الحواجز ومداخل المخيمات وعرقلة عمل الأونروا في تقديم خدماتها للاجئين الفلسطينيين.
وبحث د. ابو هولي اجراءات الاونروا الأخيرة المتعلقة بموظفيها وخاصة تجميد عقود 250 معلماً من معلمي المياومة للمواد غير الاساسية وانعكاسات هذا القرار على جودة التعليم في مدارس الاونروا مطالباً الاونروا بفتح باب التوظيف وملئ الشواغر وإلغاء قرار تجميد عقود شواغر التخصصات للمواد غير الاساسية، واعادتهم الى العمل اسوة بزملائهم من المعلمين اليومي من التخصصات الاساسية.
واشاد د. ابو هولي بالجهود الاي يقودها المفوض العام عبر جولاته الخارجية للدول المانحة لحشد الموارد المالية للحفاظ على استمرارية خدماتها المقدمة للاجئين الفلسطينيين في مناطق عملياتها.
من جهته أكد لازاريني على ان الأونروا مهتمة ومعنية بإشراك الدول المضيفة للاجئين الفلسطينيين في استراتيجيتها متوسطة المدى للأعوام 2022 -2025 بما يحقق تلبية احتياجات اللاجئين والتي ستقدم للمؤتمر الدولي للمانحين.
وأوضح لازاريني بأن اوضاع اللاجئين في المخيمات وخاصة في لبنان وسوريا صعبة للغاية وان الأونروا تبذل جهوداً لتأمين المساعدات النقدية لهم وتلبية احتياجاتهم في ظل الغلاء الجنوني في اسعار السلع الاساسية وارتفاع سعر الدولار مقابل العملة المحلية.
وقال: انه اعطى تعليماته لمدراء البرامج في لبنان بان يتم التعامل مع احتياجات اللاجئين الفلسطينيين كحالة "طوارئ داخلية"، والعمل على تأمين المساعدات المطلوبة للمستفيدين بشكل عاجل ومنتظم وبشكل متوازي مع اجراءات الأونروا في تحديث عمل برامجها.
واكد على ان الأونروا على اتصال مع بعض المانحين لتقديم اللقاحات المضادة لفيروس كورونا لجميع اللاجئين الفلسطينيين دون استثناء في مناطق عملياتها الخمسة
ووضع د. ابو هولي في صورة زيارته لمخيم نهر البارد الاخيرة والجهود التي تقوم بها الاونروا لاستكمال عملية اعماره.
واكد على ان عودة الدعم الامريكي للأونروا مهم، وساهم في تخفيض العجز المالي في ميزانيتها، معرباً عن امله ان يحقق مؤتمر المانحين مبتغاه في تامين دعم دائم ومستدام للأونروا.
واكد المسؤولان على استمرار عقد اللقاء التشاورية بما يصب في خدمة اللاجئين الفلسطينيين.

To examine the situation of refugees and the demands of UNRWA workers
Dr. Abu Houli and Lazzarini agree to hold meeting with host countries to prepare well for UNRWA's 2022-2025 strategy

Member of the PLO Executive Committee, the head of the Refugee Affairs Department, Dr. Ahmed Abu Houli and UNRWA Commissioner General Philippe Lazzarini met this evening to hold a meeting soon with the Arab host countries to prepare well for the UNRWA medium – term strategy for the years 2022-2025 and prepare for the donor conference to mobilize UNRWA financial resources.
The meeting, which was held at the headquarters of the Department of Refugee Affairs in Ramallah in the presence of Director General of the Department of Refugee Affairs Ahmed Hanoun and Assistant Commissioner-General of UNRWA sneli Stadley, discussed the situation of Palestinian refugees in Palestinian camps in the five areas of UNRWA operations, UNRWA communications to secure coronavirus vaccines for Palestine refugees, and the latest financial situation to UNRWA, and preparations for holding an international donor conference
The meeting also discussed the actions taken by UNRWA against contract employees and its recent decision to change the system of posts and categories of employees.
Dr. Abu Houli stressed the need for UNRWA to assume its responsibilities towards the Palestinian camps in light of the ongoing deterioration in the living conditions of the refugees, with the continued measures adopted to counter the coronavirus, the cost of living and the collapse of the local currency in the host countries in Syria and Lebanon by improving the quality of health services and providing medicines to patients, and raising the value Food and cash assistance provided to them.
Dr. Abu Houli pointed to the situation of Palestinian refugees in the West Bank, especially in the city of Jerusalem, the direct targeting of Palestinian refugees by the Israeli occupation at the barriers and entrances to the camps and obstructing the work of UNRWA in providing its services to Palestinian refugees.
Dr. Abu Houli research the recent actions of UNRWA concerning its staff, especially the freezing of contracts of 250 day teachers for non-core materials and the implications of this decision on the quality of education in UNRWA schools, demanding that UNRWA open the door to recruitment, fill vacancies and cancel the decision to freeze the contracts of vacancies of specialties for non-core materials, and return them to work
Dr. Abu Houli praised through his foreign tours of donor countries, is working to mobilize financial resources to maintain the continuity of its services to Palestine refugees in its areas of operations.
For his part, Lazzarini stressed that UNRWA is interested in involving the countries hosting Palestine refugees in its medium-term strategy for the years 2022-2025 to meet the needs of refugees, which will be presented to the international donor conference.
Lazzarini explained that the conditions of the refugees in the camps, especially in Lebanon and Syria, are very difficult and that UNRWA is making efforts to secure cash assistance to them and meet their needs in light of the crazy high prices of basic goods and the high price of the dollar against the local currency.
He said that he instructed the program managers in Lebanon to deal with the needs of Palestine refugees as an "internal emergency" and to work to secure the required assistance to beneficiaries urgently and regularly in parallel with UNRWA procedures in updating its programs.
He stressed that UNRWA is in contact with some donors to provide covid-19 vaccines to all Palestine refugees without exception in its five areas of operation
And Dr. Abu Houli put in the image of his recent visit to Nahr al-Bared camp and the efforts of UNRWA to complete its reconstruction.
He stressed that the return of U.S. support to UNRWA is important, and contributed to the reduction of the fiscal deficit in its budget, expressing the hope that the donor conference will achieve its goal of securing permanent and sustainable support for UNRWA.
The two officials stressed that the consultative meeting will continue to be held in the service of Palestine refugees.
