بحثا اوضاع اللاجئين والتحديات التي تواجه عمل الاونروا وسبل تعزيز التنسيق المشترك

دائرة شؤون اللاجئين -12/8/2020- بحث عضو اللجنة التنفيذية لمنظمة التحرير رئيس دائرة شؤون اللاجئين أحمد ابو هولي مع مدير عمليات وكالة الغوث الدولية "الأونروا" متياس شمالي أوضاع اللاجئين في مخيمات قطاع غزة الثمانية والتحديات التي تواجه عمل الاونروا في قطاع غزة مع استمرار الازمة المالية وسبل تعزيز التعاون مع الدائرة فيما ما يصب في خدمة اللاجئين وتحسين حياتهم المعيشية والاجراءات الوقائية المتخذة في مدارسها في ظل فيروس كورونا.

وناقش الاجتماع تحسين المساعدات الغذائية المقدمة للاجئين الفلسطينيين من حيث الكم والنوع .

وأكد أبو هولي خلال اللقاء الذي عقد اليوم بمقر دائرة شؤون اللاجئين بمدينة غزة، بحضور مدير عام الاعلام والعلاقات العامة بدائرة شؤون اللاجئين رامي المدهون ومساعد مدير عمليات الاونروا رغدة ابو شهلا على اهمية استمرار الأونروا في اجراءاتها الوقائية في مواجهة فيروس "كورونا" .

ولفت الى اهمية ان تقوم الاونروا بتعزيز الوعي ورفع مستوياته عند الطلبة والمعلمين حول مخاطر فيروس كورونا وحثهم على الالتزام بالإجراءات الوقائية داخل المدرسة .
وثمن د. ابو هولي الخطوات التي اتخذتها الاونروا بما في ذلك توظيف 277 آذن على بند البطالة للقيام بمهمة التعقيم والنظافة المدرسية مطالباً الأونروا تشكيل فرق رقابية لمتابعة عمليات التعقيم والتنظيف في مدارسها .
واضاف تعيين الأونروا 580 معلم بنظام عقود المياومة ورفعه إلى 1000 مع انتهاء فترة الدراسة الاستدراكية وبدء الدراسة الرسمية في سبتمبر المقبل سيعالج مشكلة الاكتظاظ الطلابي داخل الصفوف المدرسية (الكثافة الصفية) من خلال فتح شعب جديدة وفي الوقت ذاته تطبيق الإجراءات الوقائية لحماية الطلبة من الفيروس من خلال التباعد الجسدي للطلبة كأحد الاجراءات الوقائية من فيروس كورونا وفق معايير منظمة الصحة العالمية.
وشدد على اهمية طلب الأونروا في غزة موازنة اضافية لدعم برنامج التعليم لتغطية الاحتياجات الاضافية من موظفين جدد .
واطلع د. ابو هولي السيد ماتياس بفحوى النداء الذي وجهته امانة سر منظمة التحرير الفلسطينية ممثلة بدائرة شؤون اللاجئين ودائرة شؤون المفاوضات والذي تضمن الى الامين العام للأمم المتحدة انطونيو غوتريش وللدول الاعضاء بتاريخ 4/8/2020 وما تضمنه من مطالبة الامين العام للأمم المتحدة إلى تخصيص مساهمة بقيمة 100 مليون دولار من صندوق التمويل المركزي للإستجابة لحالات الطوارئ، وذلك للاستجابة للوضع الطارئ والخطير الذي تمر به مخيمات اللاجئين الفلسطينيين، ولتغطية التكاليف الاضافية لافتتاح العام الدراسي الجديد (2020-2021) .
وتطرق شمالي الى الاجراءات التي قامت بها الاونروا لافتتاح مدراسها واستقبال الطلبة في ظل كورونا لحماية الطلبة وتامين بيئة صحية سليمة لهم والتي شملت إلغاء الطابور الصباحي واستبدال الاستراحة في ساحة المدرسة بين الحصص باستراحة داخل الفصول الدراسية والغاء المقاصف طيلة فترة التعلم الاستدراكي وتعقيم المدارس بين الفترتين الصباحية والمسائية .
ولفت الى الأونروا ستعيد عمل المقاصف المدرسية مع بدء الدراسة الرسمية في سبتمبر القادم بعد وضع الاجراءات الوقائية ووضع التزامات لأصحاب المقاصف لتوفير اغذية صحية للطبة .
واشار الى ان توزيع الطرود الغذائية للربع الثالث من العام سيكون من خلال مراكز التوزيع كما كان في المعتاد سابقاً لعدم وجود الوباء في قطاع غزة مع اتخاذ اجراءات تدابير السلامة والحماية للمستفيدين .
واكدا في ختام الاجتماع على استمرار تواصل دائرة شؤون اللاجئين والاونروا مع المانحين لاطلاعهم على الاحتياجات المطلوبة والمستعجلة لحماية المخيمات الفلسطينية من وباء كورونا و تقديم دعم مالي اضافي يساهم في استمرار الخدمات المقدمة للاجئين الفلسطينيين .

Member of the PLO Executive Committee, Head of the Refugee Affairs Department, Ahmed Abu Houli, discussed with the Director of the International Relief Agency "UNRWA" Mattias shamali  the situation of refugees in the eight camps of the Gaza Strip, the challenges facing UNRWA's work in the Gaza Strip with the continuing financial crisis, and ways to enhance cooperation with the department regarding what It is aimed at serving refugees, improving their lives, and the  preventive measures taken in its schools in light of the Coronavirus
 
The meeting discussed improving food aid provided to Palestinian refugees in terms of quantity and quality.
 
During the meeting, which was held at the headquarters of the Refugee Affairs Department in Gaza City, in the presence of the Director General of media and Public Relations of the Refugee Affairs Department, Rami Al-Madhoun, and the Assistant Director of UNRWA Operations Raghda Abu Shahla, Abu Houli stressed the importance of UNRWA continuing its preventive measures in the face of the "Corona" virus.
 
He pointed out the importance of UNRWA to enhance awareness and raise its levels among students and teachers about the dangers of the Coronavirus, urging them  to preventive measures within the school.
And Dr. Abu Houli confirmed  the steps that taken by UNRWA, including the employment of 277 clean workers on the unemployment clause, to carry out the task of sterilization and school hygiene, calling on UNRWA to form monitoring teams to follow up sterilization and cleaning operations in its schools.
He added that the appointment of UNRWA to 580 teachers under the daily-labor contract system and raising it to 1000 with the end of the catch-up period and the start of the official study next September will address the problem of student overcrowding in school classes (classroom density) by opening new classes and at the same time applying preventive measures to protect students from the virus through Physical distancing of students as one of the preventive measures against the Corona virus, according to the standards of the World Health Organization.
He confirmed the importance of UNRWA’s request in Gaza for an additional budget to support the education program to cover the additional needs of new employees.
D. Abu Huli, Mr. Mattias, in the context of the appeal made by the Secretariat of the Palestine Liberation Organization represented by the Department of Refugee Affairs and the Department of Negotiations Affairs, which included the Secretary-General of the United Nations, Antonio Guterres, and the member states on 4/8/2020, and the implication of the request of the Secretary-General of the United Nations to allocate a contribution of 100 million dollars from the Central Emergency Response Fund, to respond to the emergency and dangerous situation in the Palestinian refugee camps, and to cover the additional costs of opening the new school year (2020-2021).
Shamali referred to the measures taken by UNRWA to open its schools and receive students under of Corona to protect students and secure a healthy environment for them, which included canceling the morning queue, replacing the school yard with a break in the classroom, canceling canteens throughout the catch-up learning period, and sterilizing schools between the morning and evening periods. .
He pointed out that UNRWA will restore the work of school canteens with the start of the official study next September, after putting in place preventive measures and setting obligations for canteens' owners to provide healthy food for students.
He pointed out that the distribution of food parcels for the third quarter of the year will be through distribution centers, as it was previously, because there is no epidemic in the Gaza Strip, with safety and protection measures taken for the beneficiaries.
At the conclusion of the meeting, they confirmed that the Department of Refugee Affairs and UNRWA continue to communicate with donors to inform them of the required and urgent needs to protect Palestinian camps from the Corona epidemic and to provide additional financial support that contributes to the continuation of the services provided to Palestinian refugees.
