دائرة شؤون اللاجئين - 21/10/2020 - وقعت، اليوم الأربعاء، اتفاقيتي دعم ياباني بقيمة 33 مليون دولار، لصالح تحسين المخيمات الفلسطينية، وبناء عدد من المدارس في الضفة الغربية وقطاع غزة، برعاية وحضور رئيس الوزراء محمد اشتية.
ووقع الاتفاقية كل من: وزير المالية شكري بشارة، وممثل مكتب "جايكا" في فلسطين توشيا آبي، في مكتب رئيس الوزراء بمدينة رام الله، وعضو اللجنة التنفيذية لمنظمة التحرير رئيس دائرة شؤون اللاجئين أحمد أبو هولي عبر الاتصال المرئي من قطاع غزة، بحضور السفير الياباني لدى فلسطين ماغوشي ماسايوكي.
وقال رئيس الوزراء: "نتقدم بالشكر باسم الرئيس محمود عباس، الذي تربطه وتربطنا جميعا علاقة الصداقة مع دولة اليابان الصديقة، التي تقدم دعما جديا وملموسا لشعبنا الفلسطيني، من أجل تعزيز المؤسسات التعليمية والبنى التحتية والثقافية، ومختلف القطاعات".
وأضاف اشتية: "الاتفاقيتان اللتان وقعتا اليوم بقيمة 33 مليون دولار، موزعة على بناء 10 مدارس في الضفة الغربية وقطاع غزة، وتعزيز البنى التحتية في بعض المخيمات الفلسطينية، وهذا الدعم يشكل أولوية كبرى لتعزيز صمود المواطن الفلسطيني".
وتابع رئيس الوزراء: "المخيم ليس موضوع تحسين بنى تحتية، فهو رمز من رموز حق العودة للفلسطينيين، وتعزيز وجوده هو هوية سياسية، وبناء المدارس يشكل قمة الأولويات لمشروع التنمية الفلسطيني، فالفلسطيني يفخر بأن لديه أعلى نسب التعليم في العالم".
وأردف اشتية: "نهنئ رئيس الوزراء الياباني الجديد، ونتقدم لرئيس الوزراء السابق الذي عملنا معه منذ فترة طويلة بجزيل الشكر، فاليابان معنا من أجل إنهاء الاحتلال، وتعزيز المؤسسات الفلسطينية، وتجسيد وترسيخ الدولة على الأرض".
وشكر د. أحمد ابو هولي اليابان والوكالة اليابانية للتنمية على تمويل المرحلة الثانية من مشروع تحسين المخيمات ودعمها لاحتياجات اللاجئين من خلال المشاريع التي تمولها في الوطن والشتات او من خلال دعمها الدائم والثابت للأونروا لافتاً الى ان اليابان من اولى الدول التي دعمت اللاجئين الفلسطينيين من خلال الاونروا منذ العام 1953 ولعبت دوراً حاسماً في تمكين الاونروا المستهدفة سياسياَ ومالياَ بهدف انهاء وجودها من تجاوز ازماتها المالية على مدار السنوات الثلاثة الاخيرة.
واوضح د. ابو هولي ان الاتفاقية الموقعه تُمَوِل المرحلة الثانية من مشروع تحسين المخيمات والذي سينفذ على مدار اربعة سنوات (2020 - 2024) وتشمل (12) مخيماً في الضفة الغربية، مبيناً أن الدائرة ستعمل الى جانب طاقم الخبراء الياباني على تحقيق هدف المشروع والتحضير لإصدار دليلين دليل التخطيط ودليل التنفيذ لمشاريع تحسين المخيمات التي ستستخدم في المشاريع المستقبلية ضمن منهج تشاركي وشمولي وتنفيذ مشاريع مرتبطة بالبنية التحيتة للمخيمات.
بدوره أكد السفير الياباني لدى دولة فلسطين ماسايوكي ماجوشي نيابة عن الحكومة اليابانية على دعمهم المستمر لشعبنا الفلسطيني، خاصة الأطفال والشباب والمجتمعات المهمشة في جميع الأراضي الفلسطينية، مشددا على المزيد من العمل مع الحكومة والشعب الفلسطيني لتعزيز الصداقة والثقة المتبادلة.
وحضر مراسم التوقيع مدير عام دائرة شؤون اللاجئين أحمد حنون ومدير عام المخيمات ياسر ابو كشك من مدينة رام الله ومدير عام الاعلام والعلاقات العامة رامي المدهون ومدير مكتب رئيس دائرة شؤون اللاجئين في غزة نبيهة الحافي وممثل مكتب جايكا في فلسطين توشيا آبيه .

Signing of Japanese support agreements for camps and building schools worth 33 million dollars
Shtayyeh: building schools is a priority for the Palestinian development project and strengthening camps is a political identity
Dr. Abu Houli: camp improvement project covers 12 camps in the West Bank and lasts for four years

Signed on Wednesday, two Japanese support agreements worth 33 million dollars , in favor of improving Palestinian camps and building a number of schools in the West Bank and Gaza Strip, under the patronage and presence of Prime Minister Mohammad Shtayyeh.
The agreement was signed by Minister of Finance Shukri Bishara, representative of the Gaika office in Palestine Toshiya Abe, at the prime minister's office in Ramallah, and member of the executive committee of the Liberation Organization head of the refugee affairs department Ahmed Abu Houli via video link from the Gaza Strip, in the presence of Japanese Ambassador to Palestine magushi Masayuki.
The prime minister said: "We thank President Mahmoud Abbas, with whom we all have a friendly relationship with the friendly state of Japan, which offers serious and tangible support to our Palestinian people, in order to strengthen educational institutions, cultural infrastructure, and various sectors."
"The agreements signed today are worth 33 million dollars , spread over the construction of 10 schools in the West Bank and Gaza Strip, and the strengthening of infrastructure in some Palestinian camps.
"The camp is not the subject of improving infrastructure, it is a symbol of the right of return for Palestinians, strengthening its presence is a political identity, and building schools is the top priority for the Palestinian development project.
"We congratulate the new prime minister of Japan, and we thank the former prime minister with whom we have worked for a long time, for Japan is with us to end the occupation, strengthen Palestinian institutions, and embody and consolidate the state on the ground."
Dr. Abu Houli thanked Japan and the Japan Development Agency for funding the second phase of the camp improvement project and supporting the needs of refugees through projects funded in the homeland and the diaspora or through its permanent and consistent support to UNRWA, pointing out that Japan was one of the first countries to support Palestine refugees through UNRWA since 1953 and played a crucial role in enabling the
Dr. Abu Houli said that the signed agreement funds the second phase of the camp improvement project, which will be implemented over four years (2020-2024) and includes (12) camps in the West Bank, noting that the department will work together with the Japanese team of experts to achieve the project goal and prepare for the issuance of two planning and implementation guides for camp improvement projects
In turn, assured the Japanese ambassador on behalf of the Japanese government for their continuous support for our Palestinian people, particularly children, youth, and marginalized communities in all the Palestinian territories, stressing more work with the government and the Palestinian people to promote friendship and mutual trust.
The signing ceremony was attended by Director General of the Department of Refugee Affairs Ahmed Hanoun, Director General of the camps Yasser Abu Kach from Ramallah, Director General of media and public relations Rami al-Madhoun, director of the Office of the head of the Department of Refugee Affairs in Gaza Nabiha al-Hafi and representative of the Gaika office in Palestine Toshiya Abe.
