دائرة شؤون اللاجئين - 24/11/2020- بحث عضو اللجنة التنفيذية لمنظمة التحرير، رئيس دائرة شؤون اللاجئين أحمد أبو هولي مع مفوض عام وكالة غوث وتشغيل اللاجئين "أونروا" فيليب لازاريني، الأزمة المالية التي تعاني منها الأونروا وتداعياتها على برامج الاونروا وعملها في مناطق عملياتها الخمسة بالإضافة الى التحديات التي تواجها في ظل تفشي فيروس كورونا وضعف استجابة المانحين لنداء الاستجابة الطارئة للأونروا لمواجهة الوباء .
كما تم مناقشة قرار الاونروا الأخير بتجزئة صرف رواتب موظفي الأونروا عن الشهرين الاخيرين من العام الجاري تشرين ثاني وكانون اول الذي يقدر عددهم بـ 28 الف موظف جراء استمرار العجز المالي .
كما وقف الاجتماع امام مخرجات اجتماعات اللجنة الاستشارية التي اختتمت مساء اليوم والتوصيات الصادرة عنها لتميكن الاونروا في مواجهة التحديات .
وأكد أبو هولي خلال اللقاء الذي عقد مساء اليوم الثلاثاء في مقر دائرة شؤون اللاجئين بمدينة غزة، بحضور مدير عام الاعلام والعلاقات العامة ومسؤول ملف الاونروا بدائرة شؤون اللاجئين رامي المدهون، ومدير عام المخيمات في المحافظات الجنوبية د. عادل منصور ومدير عمليات الاونروا في قطاع غزة متياس شمالي ومساعد مفوض عام الأونروا سنيلي ستادلي والناطق الإعلامي لرئاسة الاونروا عدنان ابو حسنة على رفض الدول المضيفة مجتمعة بشكل قاطع لقرار الاونروا بتجزئة رواتب موظفيها وان علاج الازمة المالية من خلال رفع الامم المتحدة مساهماتها المالية للأونروا وعقد اتفاقات متعددة السنوات مع المانحين تمكن الاونروا من تامين تمويل دائم ومستدام وقبال للتنبؤ وليس على حساب الخدمات المقدمة للاجئين الفلسطينيين التي تشكل قوت ابنائهم او على حساب الموظفين .
وشكر د. ابو هولي الجهود التي يبذلها لازاريني في حشد الموارد للتغلب على العجز المالي وجولته الاخيرة الى الدول الاوربية والخليجية التي جلبت تمويل اضافي لموازنة الاونروا ساهم في تخفيض العجز من 200 مليون دولار الى 114 مليون دولار.
كما واعتبر زيارته الميدانية للمخيمات الفلسطينية في مناطق عمليات الأونروا في سوريا ولبنان والأردن والضفة الغربية والتي توجت اليوم الى قطاع غزة هي رسالة دعم وتضامن مع اللاجئين الفلسطينيين الذي يعيشون في ظروف حياتية صعبة جراء جائحة كورونا ونقص التمويل .
واكد د. ابو هولي على ضرورة تعزيز التنسيق والتشاور مع الدول المضيفة ومشاركتها في اعداد موازنة العام 2021 وموازنة العام 2022 التي يجب ان تبنى وفق احتياجات اللاجئين الفلسطينيين المتزايدة والتي تضاعفت في ظل جائحة كورنا .
ووضع المفوض العام لازاريني د. ابو هولي في صورة الوضع المالي للأونروا والعجز المالي في موازنة البرامج الاعتيادية.
واضاف ان الاونروا تبذل جهوداً كبيرة مع المانحين واللجنة الاستشارية والدول المضيفة والتواصل مع المجتمع الدولي لمنع حدوث انهيار مالي من خلال سد العجز المالي هذا العام والحد من ترحيل الأموال إلى عام 2021.
وشدد على ان الاونروا ستواصل العمل للمحافظة على تقديم الخدمات للاجئين الفلسطينيين حتى الوصول الى حل سياسي عادل لقضيتهم لافتا الى ان التحدي الأساسي هو تامين الأموال للحفاظ على الخدمات وعلى الوظائف.
واكد المسؤولان على الاعداد الجيد ووضع خارطة طريق مشتركة مع الدول المضيفة واعضاء اللجنة الاستشارية لإنجاح المؤتمر الدولي للمانحين في مطلع العام القادم في تحقيق الدعم المستدام والكافي للأونروا وحشد الموارد المالية لها، كما شكرا المملكة الأردنية الهاشمية ومملكة السويد لاستضافتهما للمؤتمر.
كما واكدا على وضع خطة استراتيجية لمواجهة التحديات التي تواجه عمل الأونروا، ومواجهة العجز المالي، وتعزيز التنسيق فيما يتعلق بمتابعة قضايا اللاجئين وتحديد احتياجاتهم ومعالجة قضاياهم .

Emphasized the development of a strategic plan to address the challenges facing the work of UNRWA
Dr. Abu Houli discusses with UNRWA Commissioner General "Lazzarini" the UNRWA financial crisis and ways to make the international donor conference a success early next year

Member of the executive committee of the Liberation Organization, head of the Department of Refugee Affairs Ahmed Abu Houli, discussed with UNRWA Commissioner-General Philippe Lazzarini the financial crisis that UNRWA is experiencing and its implications for UNRWA's programmes and work in its five areas of operation, as well as the challenges it faces in light of the Covid-19 outbreak and the weak donor response.
The recent decision by UNRWA to split the salaries of UNRWA employees for the last two months of this year, estimated at 28,000 due to the continuing financial deficit, was also discussed .
The meeting also stood in front of the outcomes of the meetings of the advisory committee, which concluded this evening, and its recommendations to enable UNRWA to meet the challenges .
Dr. Abu Houli stressed during a meeting held Tuesday evening at the headquarters of the Department of Refugee Affairs in Gaza City, in the presence of Director General of media and Public Relations, Officer file UNRWA's Department of Refugee Affairs Rami Al- Madhoun, Director General of the camps in the southern provinces Dr. Adel Mansour, the head of UNRWA operations in Gaza Strip, matyas Shamali, the Assistant for Commissioner-General of UNRWA, sneli Stadley, and the media spokesman of the UNRWA presidency, Adnan Abu Hasna, expressed their unanimous rejection of the decision by the host countries to split the salaries of their staff and that the financial crisis would be remedied by the United Nations raising its financial contributions to UNRWA and concluding multi-year agreements with donors that would enable UNRWA to secure permanent, sustainable and predictable funding, not at the expense of the services provided to the Palestine Refugees, which constitute the sustenance of their children, or at the expense of the staff .
Dr. Abu Houli thanked the efforts to mobilize resources to overcome the fiscal deficit and his recent tour to the European and Gulf countries that brought additional funding to UNRWA's budget contributed to reducing the deficit from 200 million dollars to114 million dollars.
His field visit to Palestinian camps in UNRWA areas of operations in Syria, Lebanon, Jordan and the West Bank, which culminated today in the Gaza Strip, was a message of support and solidarity with Palestinian refugees living in difficult living conditions due to the coronavirus pandemic and lack of funding .
Dr. Abu Houli stressed the need to strengthen coordination and consultation with host countries and their participation in the preparation of the 2021 budget and the 2022 budget, which must be built in accordance with the growing needs of Palestine Refugees, which has doubled under the Korna pandemic .
Commissioner-General Lazzarini placed Dr. Abu Houli in the image of the financial situation of UNRWA and the financial deficit in balancing regular programmes.
He added that UNRWA is making great efforts with donors, the advisory committee and host countries and reaching out to the international community to prevent a financial collapse by closing the fiscal deficit this year and limiting the migration of funds to 2021.
He stressed that UNRWA will continue to work to maintain the provision of services to Palestinian refugees until a political solution to the fair to spend their pointing out that the fundamental challenge is securing funds to preserve services and jobs.
The two officials stressed the good preparation and development of a joint road map with the host countries and members of the advisory committee for the success of the international donor conference early next year in achieving sustainable and adequate support for UNRWA and mobilizing financial resources for it.they also thanked the Hashemite Kingdom of Jordan and the kingdom of Sweden for hosting the conference.
They also emphasized the development of a strategic plan to address the challenges facing UNRWA work, address the fiscal deficit and strengthen coordination with regard to the follow-up to refugee issues, identify their needs and address their issues .
