Dr. Abu Houli called on the Commissioner of UNRWA to cancel the unified cabon in the Gaza Strip and the eye print in Lebanon and raise the value of cash assistance to refugees in Syria.
A member of the Executive Committee of the Palestine Liberation Organization, head of the Refugee Affairs Department, Dr. Ahmed Abu Houli stressed the need for UNRWA to move towards donor countries and international funding organizations to obtain new additional funding to cover the financial deficit in its general and emergency budget, as this is the best solution.
Dr. Abu Houli, during his meeting with Commissioner-General of the United Nations Relief and Works Agency (UNRWA), Philip Lazzarini, this evening, that the new UNRWA policy of adaptation and harmonization between the available financial resources and the needs of refugees is useless to address its financial crisis and is not appropriate for the changing refugee community in light of the continuous increase in the needs and requirements of refugees in exchange for Stability of available financial resources.
The meeting discussed developments in the UNRWA financial crisis, the efforts it is making to mobilize its financial resources, and the ongoing preparations for the success of the international conference of donors to support the agency under the auspices of Jordan and Sweden, as well as the conditions of the Palestinian refugees in Syria and Lebanon in light of the cost of living and the collapse of the local currency and the cuts taken by UNRWA as part of its measures to confront its crisis Financial.
The meeting also discussed UNRWA’s decision to unify the food basket in the Gaza Strip, cancel poverty classifications and stop field research, as well as UNRWA’s decision to adopt an eye print in updating refugee data and census in Lebanon.
The meeting was attended by the Director General of Media and Public Relations and UNRWA file official in the Refugee Affairs Department, Rami Al-Madhoun, and the Director General of Camps in the Southern Governorates, Dr. Adel Mansour, Director of the Office of the Head of Department in the Southern Governorates Nabiha Al Hafi, Director of UNRWA Operations in the Gaza Strip Matthias Shamali, Media Spokesman for UNRWA Headquarters Adnan Abu Hasna and Assistant Commissioner-General of UNRWA Snelli Stadley.
And Dr. Abu Houli refused UNRWA’s decision to unify the food basket because of the injustice that this decision would inflict on the Palestinian refugees, who are classified under the extreme poverty line, whose number is estimated at 700,000, by reducing their food basket by 45 %of its value, in addition to withholding the food basket for thousands of families with limited income.
Dr. Abu Houli gave the Commissioner-General, a "position paper" on the solutions proposed by the Department of Refugee Affairs of the Palestine Liberation Organization to correct the decision to unify the food basket to address its disadvantages and for the benefit of the Palestinian refugees, considering the scenarios included in the paper for a solution that will form a platform for dialogue, leading to a common vision for the benefit of refugees and improving The service provided to them in terms of quantity and quality, without prejudice to it.
And Dr. Abu Houli put Philip Lazzarini in light of the living conditions of the Palestinian refugees in Syria and Lebanon, which are getting worse in light of the collapse of the local currency and the high prices and in light of the Corona pandemic and the curtailments and measures adopted by UNRWA after the UNRWA decision to set the value of the food basket at 9 dollars for the refugee classified under the absolute poverty line and 14 dollars for the poorest refugee, which is sums that lost their purchasing power with the high prices, calling on UNRWA to increase the value of its cash assistance to match the price increase, or to re-operate the food basket system instead of cash assistance.
He stressed the necessity of resolving the files of the Palestinian refugees displaced from Syria to the Gaza Strip by paying a rent allowance and including them on the lists of beneficiaries of the food basket and emergency employment.
And Dr. Abu Houli refused directs UNRWA to update and register the data of Palestinian refugees in Lebanon and Palestinian refugees displaced from Syria to Lebanon by means of an "eye print", which will begin to apply the first phase to the Palestinian refugees displaced from Syria, up to the second phase, which will include Palestinian refugees in Lebanon, pointing out that there are fears It is among the Palestinian refugees in Lebanon that the registration process through the eye print should have political and security objectives.
He stressed the need for UNRWA to continue its emergency services and work to improve them, meet the needs of Palestinian refugees, and address the effects of the Corona pandemic in the five regions on the Palestinian refugee community, which has become one of the most vulnerable poor in the world, calling on UNRWA to provide anti-Coronavirus vaccines to all refugees in the regions. Its operations as soon as possible, and coordination with the countries hosting refugees regarding vaccination mechanisms.
Dr. Abu Houli checked out the Commissioner-General Lazarini on the draft resolution allocating additional resources from the regular budget of the United Nations for the benefit of (UNRWA) covering the value of the financial deficit of UNRWA, which comes as part of the Palestinian movement towards the United Nations by allocating additional fixed annual resources from its regular budget for the benefit of UNRWA, explaining that the circumstances are now ready to pass The decision is in light of the Biden administration's positive attitudes towards UNRWA.
He stressed that UNRWA should go towards the United Nations as one of the options to address its financial crisis.
And Dr. Abu Houli demanded the Commissioner-General, communicated with Jordan and Sweden to determine the date of the international donor conference to support UNRWA, to mobilize financial resources, and to achieve permanent and sustainable financing by signing multi-year agreements with donors as soon as possible in light of UNRWA's inability to meet the increasing needs of the refugee community and the deterioration of living conditions And life in the camps is on the verge of collapse.
Commissioner-General Philip Lazzarini reviewed the financial situation of UNRWA and the expectations of the fiscal deficit for the current year, which is estimated at 200 million dollars in the regular budget, and his moves towards donors to mobilize funding.
He said that UNRWA is in contact with Britain to maintain its financial contribution in the year 2021, as it was in the year 2020, after the British government’s decision to reduce the share of foreign aid from the GDP to (0.5%), where it was previously (0.7%).
Lazzarini stressed that the conditions of the Palestinian refugees in the areas of UNRWA operations are very difficult and worsening, especially in Lebanon, Syria and the Gaza Strip, where the refugee community is heading towards poverty, and that UNRWA is firmly and resolutely determined to continue its services to Palestinian refugees and intensify its contacts with donors to urge them to invest in UNRWA to improve the service provided to Palestinian refugees. In terms of increase and quality to meet the requirements and growing needs of refugees.
He added that he is fully convinced that the Palestinian refugees in the Gaza Strip, the vast majority of them deserve the yellow cabon, and that he will work hard to adopt the yellow cabon as a standard for the unified cabon if the necessary funds are available, pointing out that there is optimism towards the American re-financing of UNRWA.
He promised to follow up the conditions of the Palestinian refugees coming from Syria to the Gaza Strip and find solutions to their problems in terms of paying the rent allowance and benefiting from food aid. Lazzarini stressed that the UNRWA administration is working in full swing in preparing its plans and developing its programs and services in line with the technology, developments and modernity produced by the Corona pandemic, to be presented at the international donors conference, which he indicated to be held in June, chaired by Jordan and Sweden, with the participation of the Secretary-General of the United Nations, Antonio Guterres, pointing out that The UNRWA administration is in contact with the host countries and the Advisory Committee in order to prepare well to achieve its goal of achieving permanent and sustainable funding for UNRWA through signing agreements with multi-year donors.
