جوائز مالية وعينية للأبحاث الفائزة بالمراكز الخمسة الأولى

دائرة شؤون اللاجئين - 11/4/2021 - أطلقت دائرة شؤون اللاجئين بمنظمة التحرير الفلسطينية اليوم  "مسابقة بحثية " لأفضل بحث علمي منهجي حول قضية اللاجئين الفلسطينيين انطلاقا من رؤيتها على تشجيع البحث العلمي المتخصص تجاه القضايا الوطنية والمصيرية المرتبطة بحقوق الشعب الفلسطيني غير القابلة للتصرف.

وقال عضو اللجنة التنفيذية لمنظمة التحرير الفلسطينية رئيس دائرة شؤون اللاجئين د. احمد ابو هولي ان المسابقة البحثية تأتي ضمن فعاليات احياء الذكرى (73) للنكبة، وتهدف الى تشجيع وزيادة الوعي بأهمية البحث العلمي المتخصص في مباحث وموضوعات تتعلق بقضية اللاجئين الفلسطينيين، من كافة أبعادها، وتوثيق كل ما يستجد من تطورات رافقت قضية اللاجئين الفلسطينيين خاصة في العقد الأخير، علاوة على تعزيز ثقافة حق العودة وتعزيز الرواية الفلسطينية حول النكبة مقابل دحض الرواية الإسرائيلية القائمة على الأكاذيب، وتزوير التاريخ.

واوضح ان محاور الأبحاث التي ستشملها المسابقة، تتضمن البعد القانوني والسياسي والاجتماعي والامني لقضية اللاجئين الفلسطينيين، تأثير جائحة كورونا على أوضاع اللاجئين الاقتصادية، والاجتماعية، والصحية، والتعليمية في الوطن والشتات، الأزمة المالية للأونروا وتأثيرها على مجتمع اللاجئين، الاستهداف الإسرائيلي – الأمريكي لقضية اللاجئين في حقبة حكم الرئيس الأمريكي ترامب، قانون القومية الإسرائيلي وحق العودة للاجئين الفلسطينيين، دور الامم المتحدة في معالجة قضية اللاجئين الفلسطينيين ، تحليل المحتوى (المضمون) للفصل السادس عشر من خطة السلام الامريكية (صفقة القرن) لحل قضية اللاجئين الفلسطينيين ، معالجة الاعلام لقضية اللاجئين الفلسطينيين، في احدى المحاور: (الاعلام الفلسطيني، الإعلام العربي، الاعلام الدولي) ، دور الجاليات الفلسطينية في حماية حق العودة، وتعزيز الرواية الفلسطينية ، المنظور الأمريكي لحل قضية اللاجئين الفلسطينيين ومدى انسجامه مع قرارات الأمم المتحدة والموقف الفلسطيني، والرؤية الاسرائيلية لحل قضية اللاجئين ومدى انسجامها مع قرارات الامم المتحدة .

ولفت الى انه يحق للمشاركين في سباق  المسابقة ان يختار احد المحاور  في دراسته البحثية  .

واوضح د. ابو هولي ان الأبحاث المقدمة للمسابقة يجب ان تراعي المنهجية البحثية من حيث المنهج وأدوات البحث والتوثيق مراعاة الأمانة العلمية واحترام قواعد حقوق الملكية الفكرية، وكذلك مراعاة أسس التوثيق السليم، وان تتضمن إضافات واجتهادات جديدة تعود بالنفع والاستفادة لأصحاب القرار ويشترط بان لا تكون قد سبق نشرها او تقديمها لأي جهة اخرى وألا يقل البحث عن (35) صفحة مطبوعة.

واكد بان  باب المشاركة مفتوح للباحثين والاكاديميين والمختصين وخريجي الجامعات شريطة الالتزام والتقيد بمعايير المسابقة ومحاورها ..

وأشار إلى أن اللجنة المشرفة على المسابقة ستبدأ خلال المرحلة المقبلة استلام ملخصات الأبحاث على ان يكون  25  ايار/مايو 2021 الموعد النهائي لإرسال ملخصات الأبحاث ، التي سيتم تقييمها والرد عليها قبولًا أو رفضاً خلال أسبوع من تاريخ الاستلام ، بينما سيكون30 تشرين ثاني/ نوفمبر 2021  الموعد النهائي لإرسال الأبحاث كاملة لأصحاب الملخصات المقبولة.

واوضح ان لجنة علمية مهنية من متخصصين وأكاديميين يدرسون في الجامعات الفلسطينية  سوف تتولى مهمة تحكيم البحوث استناداً إلى معايير الجودة الأكاديمية.

وأشار د. ابو هولي إلى أنه تم إعداد دليل تعريفي حول شروط المسابقة ومحاورها والية الإرسال وكل التفاصيل المتعلقة بالمسابقة وهو متاح للجميع على الموقع الإلكتروني لدائرة شؤون اللاجئين www.plord.ps وعلى صفحات التواصل الاجتماعي للجان الشعبية في المخيمات اعتباراً من اليوم .

وخصصت المسابقة وفق د. ابو هولي مجموعة من الجوائز المالية والعينية التشجيعية، إذ يحصل الفائز الأول بجائزة أفضل بحث على 1000 دولار أمريكي، بينما يحصل الفائز بالمركز الثاني على جائزة قدرها 500 دولار ، والثالث على 250 دولار، والمركز الرابع على 200 دولار والمركز الخامس 150 دولار ، وستمنح الدائرة شهادة التميز البحثي للفائزين، كما ستمنح الدائرة شهادة تقدير ومكافأة مالية لعشرة أبحاث أخرى ترى لجنة التحكيم  صلاحياتها للنشر بقيمة 100 دولار .

ولفت الى ان الأبحاث التي ستحصل على المراكز الخمسة الأولى ستقوم الدائرة بطباعتها وتعميمها على الجامعات الفلسطينية، مشيراً الى  ان نتائج وتوصيات البحوث ستوضع تحت تصرف دائرة شؤون اللاجئين لتكون مُعيناً وموجهاً له في اتخاذ قراراتها بشأن  قضية اللاجئين الفلسطينيين .

Dr. Abu Houli announces the launch of a "research competition" for the best systematic scientific research on the Palestinian refugee issue

- A financial reward for ten other papers that the jury considers their powers to publish 

The Palestine Liberation Organization (PLO) Refugee Affairs Department today launched a "research competition" for the best systematic scientific research on the issue of Palestine refugees based on its vision to promote specialized scientific research on national and fateful issues related to the inalienable rights of the Palestinian people. 
A member of the PLO Executive Committee, the head of the Refugee Affairs Department, Dr. Ahmed Abu Houli said the research competition is part of the 73rd anniversary of the Nakba and aims to encourage and increase awareness of the importance of scientific research specialized in research and topics related to the issue of Palestine refugees, in all its dimensions, and to document all the developments that have accompanied the issue of Palestine refugees, especially in the last decade, in addition to promoting the culture of the right of return and strengthening the Palestinian narrative about the Nakba, in exchange for refuting the Israeli narrative based on lies and falsification of history.
He explained that the topics of research that will be covered by the competition include the legal, political, social and security dimension of the Palestinian refugee issue, the impact of the corona pandemic on the economic, social, health and educational conditions of refugees in the homeland and the diaspora, the financial crisis of UNRWA and its impact on the refugee community, – The role of the United Nations in addressing the issue of Palestine refugees, analysis of the content (content) of Chapter XVI of the United States Peace Plan (deal of the century) to resolve the issue of Palestine refugees , media treatment of the issue of Palestine refugees, in one of the themes: (Palestinian media, Arab media, international media), the role of Palestinian communities in protecting the right of return, promoting the Palestinian narrative, the American perspective on the solution of the Palestinian refugee issue and its compatibility with UN resolutions and the Palestinian position, and the Israeli vision to solve the refugee issue and its compatibility with UN resolutions . 
He pointed out that the participants in the competition race have the right to choose one of the axes in his research study .
And Dr. Abu Houli explain that the research submitted to the competition must take into account the research methodology in terms of the curriculum and research tools and documentation, observe scientific honesty and respect the rules of intellectual property rights, as well as take into account the foundations of proper documentation, and include additions and new jurisprudence that will benefit and benefit the decision-makers and it's stipulated that they haven't been previously published or Submit it to any other party, and the search must not be less than (35) printed pages.
He stressed that the participation is open to researchers, academics, specialists and university graduates, provided that they adhere to the competition standards and its axes ..
He pointed out that during the next phase, the committee overseeing the competition will start receiving research abstracts on the understanding that 25 May, 2021 will be the deadline for sending research abstracts, which will be evaluated and answered with acceptance or rejection within a week of the date of receipt, while 30 November, 2021 will be the deadline for sending complete research to the accepted abstracts holders.
He explained that a professional scientific committee of specialists and academics studying in Palestinian universities will take over the task of judging research based on academic quality standards.
Dr. Abu Houli pointed out that an introductory guide has been prepared about the conditions of the competition, its axes, the transmission mechanism and all the details related to the competition, which is available to all on the website of the Refugee Affairs Department www.plord.ps and on the social media pages of the people's committees in the camps as of today . 
The competition was allocated according to Dr. Abu Houli, the first winner of the best Research Award receives 1000 dollars, the second place winner receives a prize 500 dollars, the third place receives 250 dollars, the fourth place is 200 dollars and the fifth place is 150 dollars, and the department will award a certificate of research excellence to the winners, and the department will award a certificate of appreciation and a financial reward for ten other research papers that the jury considers their powers for publication worth 100 dollars.
He pointed out that the research findings and recommendations will be placed at the disposal of the Refugee Affairs Department to be specific and guided in its decision-making on the Palestinian refugee issue .
