دائرة شؤون اللاجئين - 29/4/2021 - قال عضو اللجنة التنفيذية لمنظمة التحرير الفلسطينية رئيس دائرة شؤون اللاجئين بمنظمة التحرير الفلسطينية د. أحمد أبو هولي، في تصريح إذاعي إنه يجري التحضير لعقد مؤتمر دولي للمانحين خلال الفترة القادمة، منوهًا إلى أن الموعد المبدئي هو 15 يوليو.
وأضاف د. أبو هولي بأنه لا يوجد موعد محدد حتى الآن لتحسين دعم الأونروا، لافتًا إلى، أن موافقة الولايات المتحدة على المشاركة في المؤتمر يضيف أهمية أكبر، بعد القطيعة المالية في عهد الرئيس الأمريكي السابق دونالد ترامب، مؤكدًا أنها خطوة جديدة في سبيل دعم الأونروا، وضرب لما تسمى صفقة القرن.
وأشار د. أبو هولي إلى، أن "الأونروا" ستعرض استراتيجية لتحديد موازنة واحتياجات مجتمع اللاجئين لعام 2022-2025 وطالبنا المشاركة لقراءة حقيقية للواقع في ظل كافة الأزمات في الأقاليم الخمس، سواء تفشي فيروس كورونا، أو ارتفاع نسب الفقر.
وتابع:"منذ ان قطعت الولايات المتحدة الدعم عن الأونروا وهي تعيش أزمة مالية كبيرة، وكانت الأخيرة في حالة بحث عن سد لهذا العجز".
وقال :"رفضنا محاولة تكيف الوكالة مع الأزمة ونرفض حل الأزمة المالية على حساب الخدمات المقدمة لمجتمع اللاجئين والموظفين".
وأكد على ضرورة أن يعلم الجميع أن الخصم والعدو للأونروا هي حكومة الاحتلال من خلال رفض المساعدات المقدمة للوكالة ومطالبة الدول بوقف الدعم.
فيما يخص السلة الغذائية الموحدة، قال أبو هولي:رفضنا وما زلنا، وهناك 700 ألف لاجئ فلسطيني يتأثر من هذه السياسة المتبعة".
ولفت إلى أنه تم اعداد دراسة علمية كاملة تحدد الخيارات المطروحة، ونطالب بمضاعفة السلة الغذائية وتم تقديمها لإدارة الوكالة، وحالياً هي في مرحلة المراجعة وننتظر الرد.
وحول موضوع استئناف المساعدات الأمريكية، أضاف أبو هولي: قُدمت 150 مليون دولار منها 95 مليون دولار لموازنة البرامج، و25 مليون دولار لسوريا ولبنان، و25 مليون دولار لغزة والضفة لموازنة الطوارئ".

Dr. Abu Houli talks about the international donor conference, the unified food basket, the financial situation of UNRWA and U.S. support

Member of the executive committee of the Palestine Liberation Organization (PLO), head of the Palestine Liberation Organization's Refugee Affairs Department, Dr. Ahmed Abu Houli, said in a radio statement that an international donor conference is being prepared during the coming period, noting that the initial date is July 15.
Dr. Abu Houli added that there is no specific date yet to improve support for UNRWA, pointing out that the United States ' agreement to participate in the conference adds more importance, after the financial cut under former US President Donald Trump, stressing that it is a new step in the way of supporting UNRWA, and a hit to the so-called deal of the century.
Dr. Abu Houli noted that "UNRWA will present a strategy to determine the budget and needs of the refugee community for the year 2022-2025, and he asked to participate in a true reading of the reality in light of all the crises in the five regions, whether the outbreak of the Covid-19, or the high rates of poverty" he said.
"Since the United States cut off support to UNRWA, it has been in a major financial crisis, and the latter has been looking to fill that deficit,".
"We refused to try to adapt the agency to the crisis and refused to resolve the financial crisis at the expense of the services provided to the refugee community and staff,"he said.
He stressed the need for everyone to know that the opponent and UNRWA is the occupation government by refusing aid agency and request states to cease support.
With regard to the unified food basket, Abu Houli said:"We refused and we continue, and there are 700,000 Palestinian refugees affected by this policy."
He pointed out that a full scientific study has been prepared identifying the options put forward, and we demand the doubling of the food basket has been submitted to the agency's management.
On the subject of the resumption of U.S. aid, Abu Houli added:" 150 million dollars was provided, including 95 million dollars to balance the programs , 25 million dollars for Syria and Lebanon, and 25 million dollars for Gaza and the West bank to balance the emergency."
