د. أبو هولي يطالب البرلمان الأوروبي بالتراجع عن قراره بإدانة الأونروا وربط مساعداته المالية بشرط إزالة المواد التعليمية التي تروج للكراهية
دائرة شؤون اللاجئين - 30/4/2021- استنكرت دائرة شؤون اللاجئين بمنظمة التحرير الفلسطينية اعتماد البرلماني الأوروبي قراراً يدين وكالة الأمم المتحدة لإغاثة وتشغيل اللاجئين الفلسطينيين (الأونروا) لتعليمها ما وصفه الكراهية والعنف الذي يدرس في الكتب المدرسية الفلسطينية وتستخدمه الأونروا في مدارسها.
وقال عضو اللجنة التنفيذية لمنظمة التحرير الفلسطينية رئيس دائرة شؤون اللاجئين د. احمد ابو هولي ان تبني البرلمان الأوروبي قرارًا يدين الاونروا بتعلميها الكراهية والعنف حسب وصفه هو امر مؤسف ومستهجن خاصة وانه لا يستند الى حقائق ودلائل تؤكد ادعاء ذلك، ونعتبره رضوخاً للضغوطات والادعاءات الاسرائيلية والأحزاب اليمينية المسيحية في اوروبا التي توالي اسرائيل .
واشار الى ان المناهج الفلسطينية التي تدرس في مدارس الدولة الفلسطينية والتي تدرسها الاونروا تخلو من التحريض على العنف والكراهية ويتضمن الرواية الفلسطينية للتاريخ الوطني الفلسطيني، والقضايا ذات العلاقة بالهوية والكرامة والرواية الوطنية، بطريقة متوافقة ومتسقة مع قيم الأمم المتحدة ومعايير حقوق الإنسان، ويشمل ذلك المادة 29 من اتفاقية حقوق الطفل، والمؤكدة على وجوب ان يكون التعليم موجها لتنمية الهوية الثقافية للطفل ولغته وقيمه، علاوة على القيم الوطنية للبلد التي يقيم فيها.
وتابع: ننظر بخطورة كبيرة الى ما تضمنه قرار البرلمان الأوروبي من ربط مساعداتها المالية مشروطة بإزالة المواد التعليمية التي تروج للكراهية والتحريض على العنف، معرباً عن خشيته ان يكون القرار الأوربي بداية لسياسة جديدة تنتهجها تجاه الاونروا سيكون له تداعيات خطيرة على عملية حشد التمويل للأونروا خاصة وان الاتحاد الاوروبي يعد من ثاني كبار المانحين التقليديين لميزانية الاونروا كما سيكون له تأثير مباشر على نتائج المؤتمر الدولي للمانحين الذي سيعقد برئاسة الاردن والسويد قبل نهاية العام الجاري.
واوضح بان لجنة القضاء على التمييز العنصري في الامم المتحدة أكدت على ان المناهج الفلسطينية التي تدرسها الاونروا تخلو من التحريض على العنف والكراهية العنصرية ، لافتا الى ان الأونروا ملتزمة بتعليم منهاج الدول المضيفة دون أي تعديلات او تغييرات وفق الاتفاقات الموقعة مع الأونروا .
ولفت الى ان البرلمان الأوربي اذا كان يرى بأن القضايا المرتبطة بتنمية وتعزيز الهوية الفلسطينية والقيم الوطنية تحريض على الكراهية فهذا يحمل مؤشرات خطيرة لن نقبلها كفلسطينيين، مؤكداً بأن المناهج الفلسطينية تم تحليلها من منظور حقوق الإنسان من قبل مؤسسات حقوقية مستقلة واممية، والتي اوضحت بإنها جاءت منسجمة مع المعايير الدولية وتلبي معايير اليونيسكو للسلام والتسامح في التعليم في مقابل ذلك اثبتت دراسات دولية أن مناهج الاحتلال مليئة بالتحريض على العنف والكراهية والعنصرية .
واضاف: أن الاونروا شكل عملها حجر الأساس في الاستقرار الإقليمي والدولي وتلعب دورا رئيسيا في دعم التعليم ولا بد من دعمها على كافة المستويات السياسية والمالية وإيجاد حل للازمة المالية غير المسبوقة التي تتعرض لها وليس ادانتها واشتراط تمويلها التي سينعكس على تعليم ما يزيد عن 532 الف طالبة وطالبة من مجتمع اللاجئين الفلسطينيين وحصدوا طلابها جوائز دولية في مسابقات علمية وثقافية واممية .
وقال: "ان اللاجئ الفلسطيني كان عنواناً للعلم والمعرفة والإبداع والريادة وغيرها من القيم السامية على مدار سبعة عقود من نكبته مشيراً الى ان موقف البنك الدولي الذي اعتبر التعليم في الاونروا نظام تربوي عالمي فعال، وأن طلبة الأونروا يتفوقون بشكل مستمر على أقرانهم في المدارس العامة ويحققون نتائج أعلى من المعدل في التقييمات الدولية ، وهذا يؤكد ان قرار البرلمان الأوربي غير صائب .
وطالب د. ابو هولي البرلمان الأوروبي التراجع عن قراراه ، وعدم ازدواجية مواقفه وغض بصره عن المناهج الاسرائيلية المليئة بالتحريض على الفلسطينيين وانكار وجودهم وان يبني مواقفه بناء على تقارير المنظمات الاممية التي قامت بمراجعة المنهاج الفلسطيني، وليس على الادعاءات الاسرائيلية التي لا تحترم معايير ومواثيق الامم المتحدة واتفاقياتها الموقعة معها خاصة في السماح لمؤسسات الاونروا العمل في القدس وخاصة التعليمية منها .
وأكد د. ابو هولي ان دائرة شؤون اللاجئين على اتصال مع المجلس الوطني الذي بدوره سيوجه رسالة للبرلمان الأوربي يطالبه بالعدول عن قراره .

The Palestine Liberation Organization's Refugee Affairs Department denounced the adoption by the European Parliament of a resolution condemning the United Nations Relief and Works Agency for Palestine refugees (UNRWA) for teaching what it described as hatred and violence taught in Palestinian textbooks and used by UNRWA in its schools.
A member of the PLO Executive Committee, the head of the Refugee Affairs Department, Dr. Ahmed Abu Houli said "The adoption by the European Parliament of a resolution condemning UNRWA for its teaching of hatred and violence, as described, is regrettable and reprehensible, especially as it is not based on facts and evidence to confirm this claim, and we consider it to be acquiescence to the pressure and allegations of Israel and the Christian right-wing parties in Europe
The Palestinian curriculum taught in Palestinian state schools and taught by UNRWA was free from incitement to violence and hatred and included the Palestinian narrative of Palestinian National History, issues related to identity, dignity and the national narrative, in a manner consistent and consistent with United Nations values and human rights standards, including Article 29 of the convention on the rights of the child, which emphasized that education should be geared to the development of the child & apos; s cultural identity, language and values, as well as the national values of the country in which he or she resided.
He added: "We take very seriously the decision of the European Parliament to link its financial assistance conditional on the removal of educational materials that promote hatred and incitement to violence, expressing concern that the European decision will be the beginning of a new policy towards UNRWA that will have serious implications for the mobilization of funding for UNRWA, especially since the European Union is one of the second largest traditional donors to the UNRWA budget and will have a direct impact on the outcome of the international donor conference to be held under the chairmanship of Jordan and Sweden before the end of this year.
He explained that the committee on the elimination of racial discrimination at the United Nations confirmed that the Palestinian curriculum taught by UNRWA get rid of incitement to violence, hatred, racism, pointing out that UNRWA is committed to the education platform session host without any modifications or any changes in accordance with the agreements signed with UNRWA .
If the European Parliament considers issues related to the development and strengthening of Palestinian identity and national values to be incitement to hatred, that carries dangerous indicators that we will not accept as Palestinians, he said .the Palestinian curricula have been analysed from a human rights perspective by independent and international human rights institutions, which have made it clear that they are in line with international standards and meet UNESCO standards for peace and tolerance in education. in contrast, international studies have shown that the occupation curricula are full of incitement to violence, hatred and racism.
It must be supported at all political and financial levels and find a solution to the unprecedented financial crisis to which it is subjected, not condemning it and requiring its funding, which will be reflected in the education of more than 532,000 female students from the Palestinian refugee community, whose students have won international prizes in scientific, cultural and international competitions .
"The Palestinian refugee has been the subject of science, knowledge, creativity, leadership and other lofty values for the past seven decades," he said, pointing out that the World Bank's position that UNRWA education is an effective global educational system, and that UNRWA students consistently outperform their peers in public schools and achieve above-average results in international assessments .
 Dr. Abu Houli told the European Parliament to step back from its decisions, not to duplicate its positions and turn a blind eye to Israeli curricula full of incitement against Palestinians and denial of their existence, and to base its positions on the reports of the UN organizations that reviewed the Palestinian curriculum, not on Israeli allegations that do not respect the standards and Covenants of the United Nations
Dr. Abu Houli stressed that the Refugee Affairs Department connected with the National Council, which in turn will provide a letter to the European Parliament chasing him out of his decision .
