دائرة شؤون اللاجئين - 20/12/2020 - طالب المجلس الوطني الفلسطيني، برلمانات العالم واتحاداتها بدعم وكالة "الأونروا"، للتغلب على أزمتها المالية غير المسبوقة في تاريخها على مدار 70 عامًا.
وأوضح المجلس الوطني في رسائل متطابقة أرسلها رئيسه سليم الزعنون، بالتعاون مع دائرة شؤون اللاجئين في منظمة التحرير، لرؤساء الاتحادات والجمعيات البرلمانية في العالم، وإلى عدد من رؤساء البرلمانات النوعية في قارات العالم، أن هذه الأزمة المالية الخانقة أثرت بشكل مباشر على خدماتها التعليمية والصحية والإغاثية المقدمة للاجئين الفلسطينيين، في مناطق عمليات الأونروا في سوريا ولبنان والأردن وفلسطين، ويعيشون ظروفا حياتية صعبة.
وأضاف الزعنون أن حدة هذه الأزمة تفاقمت في ظل جائحة كورونا وازدياد الفقر والبطالة، بل وأصبحت مهددة بالتوقف، هذه الظروف الصعبة التي تستدعي أصلًا وأساسًا توفير إمكانات أكبر للأونروا لتلبية احتياجات اللاجئين المتزايدة في ظل هذه الجائحة.
وتابع الزعنون بالتوضيح الى أن خطر هذه الأزمة المالية قد امتد ليطال رواتب موظفيها الذي يقدر عددهم بـ30 ألف موظف، حيث باتت الاونروا غير قادرة على صرف رواتب موظفيها عن شهر كانون أول/ ديسمبر 2020؛ لنفاد السيولة النقدية، علاوة على ترحيل عجز مالي يزيد عن 85 مليون دولار للعام 2021 في حال عدم تلقيها تمويلاً اضافياً، والذي سيضع الأونروا من جديد في ذات الأزمة، وسيقود المنطقة إلى المجهول وعدم الاستقرار.
وقال الزعنون: اننا في المجلس الوطني نتطلع اليكم لمخاطبة الدول المنضوية للضغط على حكوماتها ولحثها على دعم الأونروا مالياً، أو تقديم تمويل إضافي يساهم في توفير 85 مليون دولار، لتمكين الأونروا من دفع رواتب موظفيها لشهر كانون الأول/ ديسمبر الجاري والتغلب على أزمتها المالية، وبما يمكنها من مواصلة تقديم خدماتها الحيوية والضرورية للاجئين وفق التفويض الممنوح لها بالقرار 302، والحد من ترحيل أموال إلى العام القادم يزيد من أعباء موازنتها المالية للعام 2021.
وشدد على أن مواصلة الالتزام بدعم وكالة الأونروا يسهم في تحقيق أمن واستقرار المخيمات والمنطقة، ويمنع حدوث انهيار للأونروا، وفي الوقت ذاته يشكل مبعث أمل لملايين اللاجئين الفلسطينيين الذين يتطلعون إليكم لنصرة قضيتهم العادلة في العودة الى ديارهم طبقاً لما ورد في القرار 194.

Palestinian National Council addresses world parliaments to support UNRWA in overcoming its financial crisis

The Palestinian National Council called on the world's parliaments and federations to support UNRWA in overcoming its unprecedented financial crisis in its 70 year history.
In identical letters sent by its president, Salim Al-Za'noun, in cooperation with the bureau for refugee affairs of the Liberation Organization, to the heads of parliamentary unions and associations of the world and to a number of heads of parliaments on the continents of the world, the National Council explained that this suffocating financial crisis has directly affected the educational, health and relief services provided to Palestine refugees in UNRWA areas of operations in Syria, Lebanon, Jordan and Palestine, and they are living difficult living conditions.
Al-Za'noun added that the severity of this crisis was exacerbated by the covid-19 pandemic and increased poverty and unemployment, and even threatened to stop these difficult conditions, which essentially call for greater potential for UNRWA to meet the growing needs of refugees under this pandemic.
Al-Za'noun continued on to clarify that the threat of this financial crisis has extended to the salaries of its estimated 30,000 employees, as UNRWA is unable to pay its staff salaries for December 2020; to run out of cash, in addition to the removal of a financial deficit of more than 85 million dollars for 2021 if it does not receive additional funding, which will put UNRWA back in the same crisis.
Al-Za'noun said: "We in the National Council look forward to you addressing the countries that are lobbying their governments and urging them to support UNRWA financially or provide additional funding that will contribute to the provision of 85 million dollars to enable UNRWA to pay its staff salaries for the month of December and overcome its financial crisis, so that it can continue to provide its vital and necessary services to refugees in accordance with the mandate given to it by resolution 302.
He stressed that the continued commitment to support UNRWA contributed to the security and stability of the camps and the region, prevented the collapse of UNRWA and, at the same time, provided a source of hope for the millions of Palestine refugees who looked to you for their Just Cause to return to their homes in accordance with Resolution 194.
